How I connect Apple Watch 7 with I phone Xr? When I try to connect Apple Watch with my I phone XR it show this Apple Watch required newer version of iOS . How can I solve this?

A typical new watch setup will use WatchOS 10 which must pair with iOS 17. The notes at the bottom of your post suggest you are using iOS 16.x, but your iPhone XR will support iOS 17.
Updater your iPhone and try again. Settings / General / Software Update.

It means you don’t have the right Apple Watch when you paired your watch did you press “for myself” or “for a friend or family?
Make sure your on iOS 17 or higher
