Settings > General > iPad Storage … indicates that some apps are offloaded even though they're not . The symbol of the cloud with a downward arrow is not on the icons on the Home Screen and they function just fine ?

If the apps are functionally fine, probably just leave it for now and it will eventually be fixed with a software update.

The icons in the dock will not show the cloud down arrow, but if the apps are working normally, you might just need to restart the device. There might be a bug in settings that is causing this.

It's been this way for awhile , I have since then turned my iPad on & off many times .
I didn't realize that the cloud symbol doesn't show in the dock ~ thanks for the tip .
Yeah, the cloud icon shows inline with the app labels. Since these are not shown in the dock, the cloud isn’t either.
