I have an app “wants to use” window frozen on my screen which will not close, thus freezing me from hard resetting my phone.
No reset options work.

If your iPhone is unresponsive, a force restart can help resolve what's happening. Follow these steps from Force restart iPhone to do this on your iPhone 8:
1. Press and quickly release the volume up button.
2. Press and quickly release the volume down button.
3. Press and hold the side button.
4. When the Apple logo appears, release the side button.
