I'm not sure it is caused by hardware or software issue.
You'd better contact Apple support or take your MacBook Pro to your local retail AppleStore, Genius Bar or Apple Authorized Service Provider to be examined your MacBook Pro there.

I don't have this option, it shows up on search but not in the settings modal.
I became more certain that it's a cable issue because when I move the display, the display goes black and comes back again

System Settings > Battery > Options. Untick "Automatic graphic switching" and then restart your MacBook.
Check if the screen flickering goes away. Then, you can tick it on again.
How about shutting the Mac down, wait for few minutes and boot it again?
