There are multiple issues with the Markup Toolbar in iPadOS 17.x...
The markup Magnifier tool is entirely absent from the latest release, despite this function being documented within the updated iPad User Guide.
Additionally, while it is possible to use Signature tool to create new signatures, saved signatures created prior updating to iPadOS 17.x cannot be accessed (noting that pre-existing signatures, actually saved within your keychain, remain accessible to all devices running iPadOS 16.x or earlier).
You would be well advised to seek assistance directly from Apple Support - as they may wish to record and escalate as appropriate. You should submit a Bug Report, ensuring that you include details of your iPad model and installed version of iPadOS within the body-text of your report. Don't rely upon the pick-list - as this rarely includes the current versions.
Every bug report counts. Until Apple receive a sufficient number of reports, issues may not be considered sufficiently important to investigate or resolve. Consider referring to this thread within the Apple Support Community:
