Incoming calls from landline numbers forward immediately to voice mail, but incoming calls from other iPhones ring my phone as normal. All callers and numbers are in my contacts. How do I get incoming landline calls to ring as well?

AT&T says that only my phone can direct the call to voicemail right away. How can I know who is correct when two different groups make contradictory assertions that I have no way to verify? I will point out that there is a setting to send calls from numbers not in my contacts directly to voice mail, is that functionality implemented by my phone or by the carrier network?
That would be an issue with your carrier, not your phone. Contact them for help.
After multiple back-and-forth with my carrier (AT&T), who insist that there is no way the problem could be carrier based, the problem was resolved when I installed the latest iOS update.
I suspect that was coincidence more than anything else; only AT&T's network knows the origin of a phone call and can direct it to voicemail immediately.
The "send callers not in your contacts to voicemail" functionality occurs on your phone but your phone needs to receive the call first to see if the caller is in your contacts.
