Verizon made wifi at apt site 2 times & replaced router Jan 7, 2024. Worked when repairman was present - greyed out as soon as both repair persons left apt. telephone repair found problems with connection, but cannot repair. DHCP is greyed out.

That sounds like an issue you need to resolve with Verizon, or your telephone provider.
