Keep control strips on iPad from blocking content below them in EPUBs

Whenever a page in a fixed-layout EPUB contains interactive elements, i.e. expanding images or popup definitions to glossary terms produced using Adobe's Indesign, the control strips cannot be termed on or off on pages containing the interactivity. But, the control strips on pages with no interactive elements can be turned on or off by tapping the iPad screen. On the other hand, the strips can be turned on or off with a simple tap on an iPhone.
