Same issue. Forced reset did not help. The USB connector works (I connect it to a monitor, and the display works fine, but iPad is not charging. Same setup with my MacBook works fine - charging as well as monitor). A couple of times when the power level went down low (around 10%) I was able to get it to charge back up to 100%, but after disconnecting charger, and reconnecting, it again will not charge the battery. No telling how long this approach will continue to work. I use the iPad every day and depend on it, so this is not a satisfactory solution.
There are no 2 watt chargers. The lowest rated charger is Apple's 5W “cube”, which will not charge an iPad. The lowest power charger that can charge an iPad is 10W.
I updated my iPad Pro 12.9 (4th gen) to 17.5.1 a couple of weeks ago and it completely stopped working whenever not plugged in…. It seemed to still be on 100% battery and said was charging - so as was usable on mains power I planned on continuing to use it plugged in until whatever issue this is got patched…
Turn for the worst today however, as when I went to use it … it now has decided it’s 100% flat.. I can only presume it was left unplugged doing its chain boot up restart thing and has drained itself fully…
it now won’t even power on even when connected to a mains charger.. all PD compliant… 20+Volt fast chargers (multiple plugs and cables tried)
the most I get is it turns on, beeps to say it’s charging and immediately reboots 🤦♂️ this my options to get any power back into it seem zero as it uses more power in this loop than it charges.. and try as I may I can’t get it to stay turned off to charge up
my whole life is on that iPad, and I need to get it off, kinda hesitant to take a trip to the Genius Bar, as you can guarantee that whatever they do, a factory reset will be included 😬
… annoyingly I’ve had a new 12.9 6th gen in the wardrobe too… but never got round to migrating the contents 🙄
(and no … didn’t back it up in forever - I’m an IT professional - we don’t practice what we preach) 🤦♂️🤦♂️🤦♂️🤦♂️🤦♂️🤦♂️🤦♂️🤦♂️🤦♂️

All previous steps already tried out multiple times to no avail .. 🥵
Did you ever find a fix for this? My daughters started doing this today. She is freaking out because of her Procreate stuff on there. It’s 18 months of digital work she has done. It will be detrimental for her to lose it.
Well, no, and it won’t hold enough charge to even attempt a hard reset/wipe, all data was lost.. it’s a glorified £1k paperweight…
if you’re still at the point where you can keep it turned on while connected, then I would say full backup everything asap for your own sanity .. I wish I had 🤦♂️
So in my case, I was able to get it to charge with one of my usb-c connectors, an ACON thunderbolt 3 cable. It doesn't work with any of my other cables (including several Apple usb-c cables and ones from other vendors), only this one. I'm not suggesting buying this particular cable as a fix, as I suspect this is probably peculiar to my own situation, but I would recommending trying other cables, including thunderbolt 3 cables (not just standard usb-c cables).
I took it to the Apple Store for repair, and they told me this could not be repaired, and the iPad would need to be replaced. When buying a replacement I looked into seeing if they would give me something for the broken iPad but the web site said it needed to charge for them to give me anything. I guess Apple knows this is a problem with these devices.
For your case, if you can't get it to charge with any other cables, and the data is what's most important to you, I'd try to see if Apple or another repair shop can recover the data from your device. The iPad itself may be a total loss I'm afraid.
Thank you for your reply. I have another cable and a higher watt charger coming later today to try. I will look into a thunderbolt. We have tried numerous chargers, portable chargers, cables, etc
We were able to see on her phone that the iPad was backed up to iCloud yesterday. We were glad to see that. She is still heartbroken, as she has taken excellent care of it. We saved for months to get it for her and it was a combination gift.
Replacement of it is nearly out of the question right now. This is the first major issue I have had with an Apple product and I have been using their devices since the iPhone 4. I am upset if this is a known issue.
We do have an appointment at Best Buy tomorrow. But from everything I have read it does not look promising.
Which chargers / power bricks are considered as an accessory?
I don’t understand why iPadOs would consider the charger as an accessory if it’s basic functionality. Now, if you ran out of battery what? This is absurd

Anything that isn't the iPad itself is an "accessory". "Accessory" doesn't have to mean "optional".

Everything other than the iPad itself is an accessory; Apple Pencil, keyboards, mouses, screen protectors, and, of course, power sources. There are most likely over 100 power sources from a dozen or more vendors that will work with an iPad, and probably an equal or larger number that you shouldn’t use because they have not been certified as safe, either for the iPad or the user. The simple test: It must be certified as Made for iOS devices (Mfi). If it isn’t it can damage the iPad, and many of them can injure or kill the user. All Apple power sources ever made qualify, as do any from a reputable manufacturer (Griffin, Anker, Mophie, Samsung, LG, etc).
My daughters was dead. I couldn’t do anything to change any settings. I went Amazon and bought at high wattage block and cable. I bought the kind that’s certified. I know the block is Samsung brand. I can’t remember the cord brand. I just bought what could get here same day. Plugged that in and within a couple minutes, it charged enough to open it up and check settings. Should be we charged with that…we haven’t had any more issues.

What about if its dead and i cant do that
Plug it in for 30 minutes, then force restart it→Restart iPad - Apple Support
I had the same problem as prongATO and after the second reset it started charging. Thanks
Mine started doing that now I did a forced reset 4 times nothing. I reset settings too. Nothing….
help
Same thing here.. It took two hard resets to get the battery level to start moving up instead of falling while showing the charging was connected.
Thanks but that did nothing to fix the issue.. Tried it..Didn’t work 😖
