I just got back access to my Apple ID, and now I have to rebuy all the music I bought back in 2017 - 2019 for .99??

I just recently got access back into my Apple account on the 13th after years of not having access due to reasons I cannot mention as they are not important. I am trying to redownload all of the music I bought back in 2019, and even as far back as 2017. But, neither Apple Music (on Android) or iTunes (on my computer) will let do so without repurchasing all of the songs for .99 for some reason. I bought all the music with iTunes gift cards back then.

What can I do?

Little Mrs. Wolfie,

In your post #1: "after years of not having access due to reasons I cannot mention"

In your post #3: "It keeps telling me there's a billing issue."

It is possible that those 2 things are related and your account somehow got into "not in good standing" status. That does not mean you have to pay for the songs. If there is not an obvious resolution, contact Apple Support for assistance.
