Moving a large amount of iCloud photos between Apple ID's

I have almost 500Gb of photos that need to be copied to a new Apple ID.

The photos should remain in the original Apple ID but a copy made to be uploaded to a new iCloud/Apple ID account.

500Gb is more than is capable of being stored on my laptop hard drive and then re-uploaded.

Any other suggestions on how I can achieve this?

Yes you can. Before everybody got their own personal laptop it was common for an entire family to share a single computer, each person having their own user account fully configured for their use. That included your own Apple ID, music library, etc.
