I have almost 500Gb of photos that need to be copied to a new Apple ID.
The photos should remain in the original Apple ID but a copy made to be uploaded to a new iCloud/Apple ID account.
500Gb is more than is capable of being stored on my laptop hard drive and then re-uploaded.
Any other suggestions on how I can achieve this?

I don't know if it can handle that number. It might take time.

Each user account can have a different Apple ID. Or no Apple ID.

Yes you can. Before everybody got their own personal laptop it was common for an entire family to share a single computer, each person having their own user account fully configured for their use. That included your own Apple ID, music library, etc.
No, thats unfortunately not what I am looking for. I am looking to copy the entire library to another ID and then have that be completely stand alone
You could copy all the photo's to a Mac. You could then upload them to a a cloud service and have the other device down load them.
What happens if you create a new user account on your Mac and log into that with the other Apple ID. Then, using Photos, open the same photo library?
