No error message - unable to log into iCloud on Intel silicon iMac - even in safe mode

I am able to log into my iCloud via browser and on all of my iOS devices, but frustratingly I cannot log into iCloud on my iMac and receive no error messages. I only get spinning bars for a couple of seconds and then login screen resets to asking for email/phone number. OS Sonoma.
