Why I can't use the Touch ID feature to unlock my Mac after booting?

I am pretty new to the Mac OS system, however I have a question regarding the Touch ID. I was wondering why I can't use the Touch ID feature to unlock my device after booting it on. It asks me to type my password in order to enable Touch ID. Can someone please explain. In addition, I already have it set up as it works fine when unlocking the device after it fall asleep.
