Photos Library Syncup Issue

Hello, I spent time and deleted photos from my iPhone and then removed them from Deleted folder. My macbook still had those photos saved and I kept it On. Now instead of removing them from Macbook the photos are now again available on iPhone. What’s the problem and how to solve this permanently?
