Missing important files from local as well as iCloud Drive

I

I had some items in my folder on desktop on local but after few days on mac its showing cloud symbol with download over those folders (of desktop and documents) the files on local are not there its showing 0 kb , when i open icloud drive they have no items in that same folder on icloud also

on desktop files cloud with an arrow downwards is coming i clicked that then it opened the file BUT IT WAS EMPTY & ALL MY PDFS ARE NOT THERE IN IT. How can all my important stuff be deleted suddenly

Both the above screenshots show “Your iCloud storage is almost full.” It’s even worse than that, as you’re warned when your iCloud storage is 90% full and your percentage is much greater than that. It’s highly likely you have lost data.

On local Mac there were IMPORTANT files & pdfs inside folders inside desktop folder but after few days on mac its showing cloud symbol with down arrow over all desktop and documents folders, when i open the folders, the files inside folders are not there its showing 0 kb , when i open the same folders on icloud drive it also has no items & shows 0 kb

How can all my important stuff be vanished by itself, my icloud plan was not receiving payment so the files by itself got deleted from icloud AS WELL AS LOCAL MAC STORAGE ALSO!!! HOW MISERABLE IT IS, I LOST MY EXTREMELY IMP FILES

PLEASE ANYONE HAS SOLUTION PLS HELP
