How to bypass iphone from asking for passcode to phone that I no longer have nor remember the passcode to

When I select "don't know iphone passcode?" option, it brings me to the list of old devices. There is no option to delete them, and when I then select "forgot all passcodes?" it just says "if you can't remember the passcode for any of your devices, you can still sign in but you won't be able to access any passwords or other end-to-end encrypted data stored in icloud." that's it, gives me no other options. Whenever I try to set up a security key or try anything else at all, it still asks me for this other passcode no matter what. I cannot finish a data sync or anything. I don't care about the data from my old devices. This is the first time in 10 years I have had an iphone so don't need any of it, and is why I don't remember the old device passcode.

It's the passcode. First, it asks me for my current passcode which I know and enter. Then it always wants me to enter an old passcode from a phone 10 years ago which is the passcode that I don't know. I want to know how to get rid of this or bypass it. I don't need it to access my phone, I need it to sync iCloud and virtually make any changes like a security key etc.
