I have one very large file in Keynot that is stored in iCloud. If I delete the Keynot app from iCloud storage will the file remain in Keynote on my computer?\

Nothing is stored in the app in keynote. Your file is saved to some location. If the file is saved only in iCloud and you delete it online, it will be deleted on the Mac as well.
Are you using an iPhone or a Mac?
On a Mac, is this keynote file stored in a Keynotes folder in the Documents folder in the iCloud folder? If so, then since this file is stored in iCloud, not actually in the Keynote app, os you can delete the app without the file being affected.
If you're using an iPhone, is the keynote file stored in the Documents folder in iCloud? or is it visible in the the Keynotes folder in the iCloud folder in Files? Then the same: since this file is stored in iCloud, not actually in the Keynote app, you can delete the app without the file being affected.
I had deleted Keynote from my iPhone long ago, and my Keynote files are still there in iCloud.
On an iPhone, if you can see the Keynote file, you can copy it and paste it into Files. Then it would be saved even if you delete if from iCloud, but it will take up storage space on your phone.
Not if it is synced and stored in iCloud. Deleting or modifying the file will affect your local version
Thank you to those who answered. It is stored in my Keynote app on the computer so I think I can remove it from iCloud to save space.
