On the Apple Mac mini M2, the menu bar is at the top of the screen, and its reflection blinks at the bottom. what is the reason for this? even if the menu bar is turned off, that place of the menu bar is still there. How do you think I could fix it?

By default, macOS is configured for transparency where items in the background can bleed through to the upper layers. Check the Accessibility Settings, and check "Reduce Transparency" under Display to see it that makes any difference for you.
What display and how is it connected? Have you tried to adjust the display settings?
