I can't print from Books even though it's a download directly from my library and so I have the right to print it - copyright should not be an issue as the library have paid for me to be able to print a limited portion of the book. this is standard practice for university libraries

As no one here knows anything about the arrangements you have with your library, I suggest that the first thing you do is contact them.
Other questions to answer that might help people trying to help you: What app are you using? What, if any, error messages are you seeing? What device are you trying to print from (e.g. Mac, iPad, iPhone?).
