Need to download Icloud Photos from an old laptop

You have signed off Apple ID from old Mac book , so pictures won't be seen on www.icloud.com , however pictures are still seen on other devices ( in which same Apple ID and password is signed the photos box is turned on , because pictures are still synced from iCloud .

To view pictures in old Mac book again sign in Sign in to your Apple Account - Apple Support with same Apple ID its password with all Apple ID account credentials and turn on photos box the photos will sync when you follow these steps .

If you used a different Apple ID/password for the old Mac’s iCloud account than your current one the answer is no. It’s always been recommended that each user have only one Apple ID for problems exactly like this.
