Neither Compressor (nor FCP) can make a readable Blu-Ray file/folder/disk - what's up with that?

Running MacOS 12.7.6 on a late 2014 Mac mini. I've tried to create a Bluray with Compressor 4.6.5 recently with chapter menues, and it creates the .264 and .ac3 files all right, as well as a Blu-ray folder with a BDMV and Certificate subfolders all right, and the main stream 0000.m2ts file can be read by Quicktime Player as well as VLC, it cannot be read by VLC as a Blu-Ray (i.e., launch with the chapter menues), and even if I burn it to a disk, a recent vintage Sony Blu-Ray player cannot recognize it. When I create a DVD instead, no problems whatsoever. So, what's up? Is a problem fixed in a later version of Compressor that my poor Mac Mini can't run?
