iCloud is only a syncing service that matches the photos on your device to those in iCloud. It is not an external storage site that lets you delete the photos on your device and keep them in iCloud. The purpose is to make the same photos on all devices and also to restore those photos to your device if you needed to reset it. If you do not have enough storage space on your device, you will need to delete some photos, apps, messages, or other data.

What's the difference between device storage and iCloud storage? - Apple Support

Go to Settings > General > iPad Storage to manage the data on your device and determine what you can delete. When you purchase a device, you have many storage options to choose from and for those that have a lot of data, then need to have one with more storage space. You cannot add storage space after purchase. If you have a large photo library, you will need to back them up to another storage device or computer before you delete them.

As long as you have other devices using iCloud you can choose to quit syncing on your iPad and delete the photos, so they are not removed from iCloud, and that appears to be what you have already done.

When you delete the photos, they will go into the Recently Deleted folder on your device for 30 days in case you change your mind. You can free up that space before that time by removing them from the Recently Deleted folder. The steps are at the bottom of this Support Article:

Also make sure you do not have any in your Hidden Folder. I assume you are viewing your Photos storage by going to Settings > iPad Storage > Photos. If it shows only 293MB, there are very few if any photos taking up storage space and the amount you see includes the photos app itself. Check for other areas on the page where you can delete data.

If you are struggling to free up enough space, you can update by plugging into a computer. This way you don't need to download the update on your device first before it installs. This reduces that amount of storage space you need to update your iPad.

Still makes no sense. I have 5 devices with the pictures stored on them backed up to Icloud, so why can't I free up space on my iPad yet retain the photos on the other 4 devices syned to the Icloud?, While the iPad no longer syncs photos and no longer shows any (0) photos in the library YET my manage iPad storage is still showing 293 MB of photos.
