It's very frustrating how still after years and years picture attachments in apple mail cannot be displayed in windows mail clients. Even supposing it's a windows flaw, we should have a "make windows friendly attachments" option by now. This still after update to MacOS 15.
I'm seriously thinking to say goodbye to Apple Mail one forever.

It seems that forcing the mail to TEXT ONLY from Format menu generates basic attachment.
Still my formal complaint to Apple stands as per original post.
We face this trouble since 2001 with original Apple Mail in macOS X.
