someone got a hold of a video of me and there using it against me and i need help to report there iCloud account or email so they can have it no more please.

This is a personal and legal matter, not technical, and for police to investigate if that’s appropriate and if police are an option for you.
You won’t be able to get an Apple Account of another person shutdown. No more than they can get yours shut down.
Nor would shutting down an Apple Account likely matter more generally, as the video can be copied and hosted most anywhere.
