while in a meeting, I could barely understand others because the sound output was as if I were listening thru an old fashioned telephone. it was tinny to the extreme. is there anything I can do to make others in the meeting sound normal?

Sure, Happily Retired… as every one here has mentioned, the Mac mini does have a basic rudimentary speaker in it which isn’t amplified at all, so if you’re listening through it and that’s all you’re using, yes, it’ll be tinny.. if you were to buy either a pair of USB amplified speakers, amplified speakers with a 3.5 mm headphone plug on them or Bluetooth speakers, that ‘ll sure help a bunch.. of course if you listen to meetings more than once, if you don’t already have a microphone, get a comfortable USB headset with a built in microphone… all of those things don’t have to be really expensive either…an okay headset can be bought from Amazon for around $40, maybe a bit less.. if you have a grandchild who games he/she may have a spare headset for you to try out+ use…

The mini does not really have an amplified speakers systems, like a macbook or iMac.
What you can do is attaching it to an external sound system (if just for meetings, you don't need anything expensive). Connect it to the 3.5 mm output at the back (this can be used either for headphones or indeed, an external sound system), or you may also use a bluetooth system I guess.
As above, the sound is pretty appalling.
As suggested you can get plug in speakers from about £10 upwards from Amazon etc.
They won't be high quality but at least you will be able to hear them.
I have used one of those small cylindrical Bluetooth speakers quite successfully. They are quite cheap, very compact and produce good sound quality.
This Anker at £23 is very good but you can get cheaper ones.
