Satellite messaging with cellular connection?

A friends iPhone (not beta) has a connection to a cell tower, but it’s like the cell tower’s fiber cable connecting it to the internet was cut so the cell tower is putting out a signal that isn’t connected to anything. Because of this, no iMessages or SMS messages can be sent.

Is there a way to manually send a message over satellite to get around this issue?

Not to the best of my knowledge. The satellite service is intended for emergency use only.

Your friend should contact their carrier and apprise them of the situation.
