Is there any way to change what devices photos come up when i log into the iCloud website

I don't know if this will make sense and it probably wont but basically whenever i try to access photos from logging in on the iCloud website or when i look at my photos off my MacBook it only shows photos from my iPad and not the photos from my phone, i do not have iCloud photos turned on but is there anyway i can like switch what devices photos come up when i do those things? I don't want my iPad photos to show up when i do those things i want my phone photos to show up. pls help thanks
