Your email provider or ISP account may have a set size limit that the particular .pdf file exceeds.

If you use iCloud: maybe you could have the .pdf file resent via Mail Drop

You may want to check whether your iPhone is short of storage space:

Wondering if you tried opening the .pdf attachment with the Books app,

Tap the PDF attachment to open it.

tap Share , then choose the Books app.
