I use ICloud on 3 devices and I have some important questions about syncing inside the ICloud Files folder

So, I have the whole ICloud folder selected to be ''Always Keep On Device'' for my windows device' and my mac and my iphone are optimizing their files to the ICloud.

First question: If I download all the files on my Mac too, along with the Windows device, will it trigger anything like deleting the files since now I am syncing from two devices at once? I am really perplexed about syncing. I would really appreciate some info on this.

Second question: If all my files are on the ICloud shared folder and no single device is hosting the file from the local storage onto that folder, would that imply that they are actually backed-up and not synced, since no device currently has the file? Or is it that each file has to be stored in some local device in order for it to be in the ICloud shared folder?

no. Syncing keeps your files updated across your devices so that changes made anywhere reflect everywhere
no. iCloud syncs, it is not a backup. If you wish to backup your files, use you preferred backup method externally. Your device will need to have the files downloaded, not optimized.
