I upgraded from Sonoma 14.7 to Sequoia 15.0.1, and most of my Apple Mail rules (all except 4 which were really old) have disappeared.
I restarted in Safe Mode, rules still gone, restarted again normally, rules still gone.

Do your have a TimeMachine back up you could restore from?
No I don't, since I may have wrongly assumed that these settings were backed up in iCloud (I have iCloud+). Any chance it's in iCloud storage somewhere?
