Why my iPod says "connect to iTunes"?

I have a 2nd generation iPod Touch, it says the same thing. Only when it’s on the charger though, when it’s not on the charger then the screen goes black.

Also, it doesn’t actually say “connect to iTunes”, it just has the iTunes logo (the skeuomorphic one), a USB-A cable, and an up arrow.
