Yes.


If you intend to use a regular USB flash-drive that has a USB Type-A connector, your iPad will require an Apple Lightning to USB 3 Camera Adapter:

Many USB storage devices require more power than an iPad is capable of supplying via its Lightning port. This adapter has both a USB 3.0 Type-A connector and an additional Lightning port to supply power, from your Power Adapter, to both the iPad and connected USB device. The Power Adapter must be rated at 12W or more.
