iOS 18 has issues across multiple devices, I have an iPhone 11 with same issues.

If you factory reset your iPad, it will continue to run slow as there’s nothing that fixes the problem, unfortunately.

You might want to try reaching Apple support, but in my experience, nobody is willing to help.
