i found my old ip[hone 4 but it needed resetting and i lost a game i can no longer download from itunes.
the plastic rifle is still selling to this day on ebay

Unless you find it in the App Store with a search, it has probably gone out of business. All the mention I can see of an iOS app is about 13 years old. If the app is no longer in the Store, you cannot re-download it.
