How to remove iCloud T&C update pox from iPad Settings app?

Recently presented with an unacceptable update to the iCloud Terms & Conditions, I tried simply disagreeing but that left a scarlet letter "1" in the Apple Account section of the Settings page and on the Settings app icon on the Home Screen. There was a stuck "Apple Account Suggestion" that I must accept the terms to use iCloud.

First I tried disabling all iCloud use by apps but that did nothing to make the red "1" go away. Then I tried logging the device out of the Apple account to disable iCloud altogether but that didn't help either, so then I tried logging it back in and then it had *2* "suggestions": it also wanted me to "Resume Data Sync" because it thinks I have stuff (from Maps and Health somehow?) on iCloud that it wants to sync to the iPad. (I tried logging in on the web and couldn't find iCloud storage to delete nor further disable.) Re-enabling sync got me back down to 1 suggestion but I can't figure out how to make that one go away.

How can I finally disagree with these Terms and Conditions and make the red badge of iCloud go away?
