I can create a smart list and use the drop-down menu to email recipients. But I cannot drag and drop the smart list into the address field. The icon will not stay in the address field.
How can I fix this?

I don't know why that does not work (it certainly should, but it does not work here either).
Usually, dragging is not the fastest way, so try typing the first few letters of the name of the smart list, and it will auto-complete. No need to switch applications, or switch between keyboard and trackpad.
The To: header field in a Mail compose window is drop-ready from an external email address dragged and dropped as a text-clipping, but not from within the Mail compose window itself. Probably by design.
I entered the (now nonsensical) email address foobar@pa.dec.com into the Terminal. Then I selected that string and dragged and dropped it onto the To: header field.
As Luis Sequeira1 has mentioned, if the email address is remembered by mail, then you only need to enter a few characters for the address to be auto-completed.
