My iPhone 16 will not pair with CarPlay with my BMW 2019 SUV. It does pair with my 2024 car. I didn’t have issues with my old iPhone. I’ve tried all reboots, ideas given by the BMW genius.

Wired or wireless? If Wired, make sure the cable you're using is actually a data cable, not just a charge only cable.
