Erasing isn’t restoring because if you erase the iPad and start it again it will require the passcode , you need restoring the iPad to factory settings using finder in a Mac or Pc Windows 10 o Windows 11 , follow these instructions

If you have performed the passcode reset several times, that will have cleared the passcode.

Passcode reset will not clear Activation Lock.
Activation Lock is intended as a theft deterrent, and is intentionally difficult to bypass.
You will need the person holding the Apple Account holding the lock to release it, or the original purchase receipt from Apple or from an authorized reseller and a review by Apple.
If the person with the Apple Account has forgotten the password, they will need to recover access to it.
