Spotlight not finding apps since Sequoia upgrade - index rebuild temporary

Upgraded to Sequoia, and spotlight stopped seeing apps. Used the index rebuild trick, which worked for a short time, but now it's not seeing them again. This is only happening on the machines I upgraded to Sequoia. I noticed it on my work Macbook Pro after upgrade, then I upgraded my personal Macbook Pro and it started doing it too. My wifes Macbook Pro is not displaying this behavior(is not running Sequoia).

I did the index rebuild on both Macbook Pros, and it fixed them both for a about a week, now spotlight is not seeing applications again.

I tried the terminal commands given by others, in this order:

sudo mdutil -E /
sudo mdutil -X /
sudo mdutil -i on /

however, it wasn't until I tried:

sudo mdutil -Ea

that Spotlight showed apps; no reboot performed.

The indexing status for all volumes can be shown with:

sudo mdutil -sa
