Preview page doesn't open all PDF in one window on my iMac Pro

When reading a PDF using Preview, the automatic setting is to start reading with one page, and then all the pages after are two pages. This is very inconvenient as I need to change the page setting everytime when I open a new PDF. Preview>Preferences does not change anything. Is there a way to change the Preview page setting to view all pages on single page?
