I need to get certified APN's for my MDM (manageengine) test environment because I am writing an engineering paper on the subject. How can I get this and connect some private devices? So far I have applied for an Apple School account, but I don't know if there isn't a better path? 5 days waiting for apple care to contact me and I don't know if anyone will confirm it.
There is no need to wait for Apple, just login to APNS portal at https://identity.apple.com/pushcert/ and get one for your own. Even a personal Apple ID should work.

Nope. You can get them for free. I have a couple of development MDM platforms for personal projects. They have their APNS through my primary Apple ID which is not part of a developer program.
You can sign up for an APNS cert with a personal account.
