You can’t. The app requires ios 17. Your phone is not capable of running ios 17, therefore, it can not run the app.

Note that PhonePe seems to be a bit of a corner case.

With many payment apps, the developers would simply raise the minimum requirement to download their app to iOS 17.0, and be done with it. The iPhone 7 would be locked out at the "get the app from the App Store" stage.

The App Store description of PhonePe says that it "Requires iOS 14.0". So you can install that app on an iPhone 7. That doesn't mean that you can use it to make or receive UPI payments on an iPhone 7. You can't. PhonePe still must comply with the NPCI mandate. So if you are running PhonePe and try to do UPI stuff, it will check if you're running iOS 17 or higher. If not, PhonePe will put up an error message. On a much newer iPhone, you would have the option of updating to iOS 18 and trying again, but the iPhone 7 is too old. It cannot update past iOS 15 and so it is not possible to make or receive UPI payments on that phone.

Presumably PhonePe has non-UPI-related functions that aren't subject to the NPCI mandate and that still would work on an iPhone 7. For instance, I doubt if NPCI cares if you compare health and term life insurance plans … or browse bike and car insurance plans (both features mentioned in the App Store description).

If you are referring to UPI payment apps in India, you cannot use those on an iPhone 7.

The iPhone 7 originally ran iOS 10. You can update it to the latest release of iOS 15, but that is the end of the line. You cannot update it to iOS 16 or higher.

It appears that the people in charge of the UPI payment system have decided that UPI payments on iPhones must take place on iPhones running iOS 17 or higher. Since your iPhone 7 cannot run iOS 17 or higher, the people who make the rules for the UPI system have, in effect, abandoned your iPhone. If you wish to use their mobile payment system, you must purchase a newer phone.
