I managed to delete old playlist totaling 800 songs that were on my ipod touch which is now reset to factory settings in my craze to fix the problem i created been on the phone for numerous hours with different techs no one else but one straight up told me I have upload all the songs from scratch

For future reference deleting a playlist does not delete the actual song files, resetting did. If you were backing up your iPod daily to iCloud then you will be able to restore those song files. If you are not backing up then yes, you will have to re-upload everything.
