Why am I being charged a fee on PayPal when I use my Apple Gift card to purchase offers in a couple of game apps I use.

Take a look at your purchase history; that may yield some information:
View your purchase history for the App Store and other Apple media services - Apple Support
Also check with the developer of those games; they may charge for in-game purchases rather than going through Apple's payment system and may charge your account if you registered your PayPal account with that game.
