Long delay in Apple Pay transaction processing in Sequoia

When I use Apple Pay on my iPhone the process is instantaneous. When I did not have Apple Pay enabled on macOS it went immediately to my iPhone.

Now that I have Apple Pay (Wallet) enabled on macOS Sequoia on my M4 Macbook Air it takes at least 1-2 minutes for an Apple Pay transaction to complete. Just now it's been "Processing" for at least five minutes.

I have not seen other reports of this so I think it's something about my machine and configuration. For now I'm going to try to disable Apple Pay on macOS so it will hopefully go to my phone. I have a hunch this is related to the complex history of Apple ID cleanup across our family.

I welcome any ideas or tips on how to fix this.
