Unable to rearrange photo albums on iPhone 14 after iOS update

Update- Have to go to albums. Hit the Edit button in top right and then a - appears next to each album and you can move it. Maybe it has always been like that and I just didn't remember. But - nothing on the internet said to hit Edit button.

Note the picture I posted earlier-- there's no use of any other buttons. I just used a long-press on an album, and it moved as I described.

This is different from a simple Power Off. Keep pressing until the apple logo appears.

You can move albums in just about any view by touching it lightly, then moving it with your finger still touching it. I just did so in List or Grid view.

I can not move albums on iphone 11 running OS 17.7.1. I used to do it all the time. Now - all the other albums go blurry, the album I'm selecting gets big, I get a menu that does not include Move Album (as some websites say) or a Customize and Reorder option at bottom ( which some websites say, but I think this is an IOS 18 thing), but it will not move. It is stuck in spot. So - I seem to be stuck with this order. My guess is that this piece got lost as they prepared for new reorder process in IOS 18. But - it's really annoying.

I just tried it, too,

and the album I was moving around in a folder shrank down, and the others moved out of the way. In between touching and moving, a pop-up menu appeared, but I ignored it.
