Why does iOS 18.3.1 photos require Wi-Fi for 'Clean up' download?

Why, in 2025 when many of us have unlimited 5G plans, are we still receiving the message “Wi-Fi network required”?


The latest example comes with trying to download ‘Clean up’ on iOS 18.3.1 Photos. This BS is becoming annoying Apple, please fix it by allowing users to always choose how to use their data.

Once you choose to use Clean Up and download it, internet is not required.

The slashed line indicates that my wifi is off on my Mac.


This next screenshot was made using Clean Up on my iPhone 16 iOS18

with WiFi and Cellular OFF.


I had to reload Clean Up once, apparently after some changes, and, unsurprisingly, that did require internet. But, as you can see, Clean Up works without internet connection, and I've not needed to "download" since. Perhaps the BS is not Apple's.
