Note I incorrectly noted iPhone X in original comment, it is a 11 Pro Max above (forgot the X went to a kid)
My workaround seemed to only be temporary with Configure IP to automatic yesterday.
We had a general network drop and that resulted in all iOS/iPadOS 18.3.2 devices (iPhone 11 and 13 Pro Max, iPad Pro 3d gen) and macOS 15.4 Sequoia (2019 i9) devices who automatically connect showing unsuccessful connection on the network coming up with 169.254.187.# instead of 192.168.1.# and no router since that 169.254.187 network doesn't exist. This issue was on a 5GHz network from my AT&T Lightspeed modem. I had a second "guest" network on same modem at 2.4GHz at 192.168.2 which correctly attached when selected. I did the Forget this Network on the 5Ghz 192.168.1 on macOS and then selected it again and shared password from iPhone 11 and it correctly connected to the 192.168.1 network.
At this point I'm left wondering if
I was just temporarily lucky yesterday with Connection IP automatic on the 5Ghz network
the 2.4 Ghz would've been fine under iOS 18.3.2, iPadOS 18.3.2, and macOS 15.4 through a network event
I see that iOS 18.4 is available now although I don't see a mention of WiFi bug correction.
I guess I'll roll the dice yet again and update to see if that fixes iOS, iPadOs WiFi issues
