In lieu of the Qardio app, there is an alternative app in the app store called LibreArm.
Simply make sure your phone is paired via bluetooth to your phone, and the LibreArm app will do (almost) everything the Qardio app did ... It will do all the important stuff like take upto 3 measurements, record the data in Apple Health, etc.
I did everything via VPN. I remove the app VPN to Europe I close and removed the app. I went back in and still no access. I got lucky with my Apple Watch. I can use my BPM.

I tried to email Qardio support using support@qardio.com but it bounced back as email account does not exist so I guess Qardio are gone forever?
Curious to know why the iPhone 8 should work, I just tried it on my old iPhone 7+ and got the usual "The Qardio service cannot be reached message"
Further comment on the Xr working with Qardio: I disconnected wifi and the phone still allowed access to the app. It's like how are the aliens feeding off the mothership...kinda.

Thank you, your work around worked with my apple watch and I will attempt to connectthe Apple health link as it seems it is an option for record.
Have not been able to make the connection to Apple Health, but the watch is keeping a history by date with all cuff readings.
if anyone can figure out a way to make the Health link please post it.
This is the way to have access to the Qardio Cuff, it's a work-around for now and the best process to date. I'm surprised Apple didn't buy Qardio.
