How do I contact Apple Support for payment related issue?

If you use the link for Apple Support at the foot of the page Subscriptions and Billing - Official Apple Support it should open up the options for Billing & Subscriptions.
You could also use the Apple Support app for iOS. Billing and Subscriptions can be found under the More Products label toward the foot of the screen when you open the app.
